BuildSG Transformation Fund

The BuildSG Transformation Fund (BTF) brings together the various industry development support schemes managed by BCA under one umbrella. BTF facilitates transformation plans for built environment firms under key Built Environment Industry Transformation Map (ITM) areas, as well as enables individuals to tackle the key transformation areas through upskilling and training.

Workforce Development

iBuildSG Scholarship and Sponsorship
In collaboration with industry firms, this programme supports students of high calibre and in-service personnel pursuing full-time and part-time BE-related courses at local universities, polytechnics, ITE or BCA Academy.

Industry firms who are keen to sponsor students or in-service personnel, please click on the programme link to find out more about the iBuildSG Scholarships and Sponsorships.
iBuildSG Workforce Training and Upgrading Thank you for the interest in the WTU scheme which co-funds selected skills assessment and training courses. The WTU scheme has ceased on 31 Mar 2022 and hence, applications are no longer acceptable.
Design for Manufacturing and Assembly (DfMA)/Integrated Digital Delivery (IDD)

Productivity Innovation Project (PIP)
Supports Singapore-registered firms to build up their capability in DfMA technologies and IDD, and improve site processes in order to achieve higher site productivity.
Off-site Levy Scheme (OLS)

This voluntary manpower incentive scheme seeks to encourage adoption of more productive technologies such as Design for Manufacturing and Assembly (DfMA) and more off-site work. This scheme allows eligible DfMA production facilities to employ work permit holders at the lower levy rates, dependent on the facility type and manpower profile.

Public Sector Construction Productivity Fund (PSCPF)

Supports government agencies in using DfMA technologies for their construction projects.

Investment Allowance Scheme (IAS)

Supports investments by providing tax relief for productive equipment and automation by construction related businesses registered in Singapore.

Productivity Solutions Grant (PSG)

Supports local SMEs to digitalise and transform by co-sharing the cost of pre-approved digital solutions that enhance productivity in line with the Construction and Facilities Management Industry Digital Plan (IDP)
Green Buildings/Facilities Management

GMIS for Existing Buildings 2.0 (GMIS-EB 2.0)

Cash incentive to lower upfront costs of energy efficiency retrofits for building owners who achieve higher energy performance standards (i.e. Platinum, Super Low Energy, and Zero Energy) for their buildings.

Grant for Low-GWP Refrigerant Chillers (LoGR)

To encourage owners and operators of existing buildings to adopt water-cooled chillers using refrigerants with low GWP early, before the ban on sales of water-cooled chillers using high-GWP hydrofluorocarbons (HFC) refrigerants takes effect in 2022. The grant will support part of the cost incurred for building owners and operators to switch to climate-friendly low-GWP refrigerant water-cooled chillers.

Integrated Facilities Management and Aggregated Facilities Management (IFM/AFM) Grant

Support service buyers and FM firms to build capabilities in adopting IFM/AFM, including the adoption of progressive procurement, processes and technologies.

Transformation

Built Environment Transformation Gross Floor Area Incentive Scheme

Additional GFA for developers/building owners adopting enhanced Built Environment Transformation Map (ITM) standards in areas of digitalisation, productivity and sustainability ("ITM Outcome Requirements") in private sector developments.

Growth and Transformation Scheme (GTS)

The Growth and Transformation Scheme (GTS) supports initiatives that build best-in-class capabilities and enable holistic transformation for value chains in the Built Environment sector. The GTS is designed to support a collective effort, by multiple partnering companies, to strengthen technical capabilities as well as corporate, digital and innovation practices, to achieve mutually beneficial outcomes over a sustained period. As such, it goes beyond project-specific support and enables companies to adopt a long-term view on business and workforce transformation.

Research & Innovation

Cities of Tomorrow (CoT) R&D Programme
This programme is a multi-agency effort, led by the Ministry of National Development (MND), that seeks to sustain Singapore’s success in the decades ahead by leveraging on Research and Innovation (R&I). It is supported under the National Research Foundation (NRF)’s Research, Innovation & Enterprise (RIE) efforts which are organised along 4 domains, with MND and Ministry of Sustainability and the Environment (MSE) co-leading the Urban Solutions and Sustainability (USS) domain.

Green Buildings Innovation Cluster

This one-stop integrated Research & Innovation hub seeks to accelerate the adoption of promising building energy efficient technologies and solutions. This is achieved through programmes such as the GBIC Building Energy Efficient Demonstrations Scheme and the Super Low Energy Building Smart Hub.
Built Environment Accelerate to Market Programme (BEAMP)  Supports the fast-track development and commercialisation of innovative solutions under the Gov-PACT initiative, which connects innovators with firms in the BE sector seeking to solve identified challenges.
Built Environment Technology Alliance (BETA) Programme Catalyst Funding Supports industry-led R&I efforts to develop new, competitive capabilities for BE alliances with strong commercialisation potential that are aligned with firms’ strategic business priorities.

Grants or financial support offered by government bodies, including BCA, may be subject to income tax in the hands of the recipients (learn more about the tax treatment of grants here). Generally, a grant is taxable if it is given to supplement trading receipts or to defray operating expenses of the company (i.e. grant is revenue in nature). On the other hand, a grant is generally not taxable if it is given to acquire capital assets of the company (i.e. grant is capital in nature). Please refer to the PDF below for the tax treatment of BCA’s grants.

For other enquiries, please write to us here to find out more on the BTF. BCA will continue to enhance the BTF to ensure its relevance to the Built Environment ITM, and seek feedback from our partners to align it with the industry's needs.
